  • Expertise France is the public agency of French international technical cooperation.The agency operates around four priorities : - democratic, economic and financial governance;
  • security and stability of countries in crisis / post-crisis situations;- sustainable development;- strengthening health systems, social protection and employment.
  • In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

    With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards Frances solidarity policy, influence and economic diplomacy.

    The expert will be in charge of directly supporting the methodological work of the STG-ES External Sector (External trade and balance of payments).

    The work of the expert will focus on aspects of methodological consistency in the work undertaken in this statistical priority area.

    The expert will carry out quality checks of project products, including but not limited to publications, reports, frameworks and trainings / workshops.

    If necessary and requested the expert will also support NSOs and RECs. After having implemented the Pan African Statistics phase 1 (PAS I), Expertise France has been shortlisted for the tender of phase 2 (PAS II) and is in the process of putting together a strong team of experts.

    The overall objective of the PAS II programme is to support African integration through better availability and quality of statistical information facilitating decision-making and policy monitoring.

  • The purposes of this contract are as follows : - to improve the production, dissemination and quality of statistics in Africa, especially in the area of external trade in goods statistics and national accounts, as well as other identified areas;
  • and- to support the African Union and the African Statistical System (AfSS) in strengthening its institutional capacity and their internal communication and coordination, so that they will be able to provide comparable official statistics needed to underpin the AUs integration process and measure African progress towards global goals.

  • The results will contribute to the three expected outputs of PAS II and can be summarised as follows : Reliable and harmonised statistics are collected and analysed, based on standards recognised and applied across the entire AfSS, through : support to STATAFRIC to implement the Strategy for the Harmonisation of Statistics in Africa (SHaSA2), technical, administrative and logistical support to Specialised Ttechnical Groupss, in particular in the fields of international merchandise trade statistics and national accounts respectively;
  • providing technical assistance in identified fields, testing revised frameworks, organising pilot surveys if needed, supporting the maintaining of Africatrade and the production of the annual Africa trade Yearbook, organising reviews (if requested) and organising trainings / workshops.

    Reliable and harmonised statistics are disseminated and communication among the stakeholders is enhancedthrough the development and implementation of a communication and visibility plan including all the stakeholders under PAS II programme, the design and preparation of communication materials, the organisation of stakeholder events, the dissemination of the results of the PAS II programme and facilitating the communication through the online platform.

  • The institutional and coordination capacity of the ASS is enhancedthrough the drafting of analytical and evidence-providing papers for decision-makers for high level events;
  • through organising peer reviews or supporting other forms of quality assessments, and monitoring the implementation of the recommendations made in previous peer reviews;
  • but also through the technical assistance (including also administrative and logistical assistance, as well as trainings / workshops) to improve the coordination and institutional capacities at STATAFRIC and the RECs, as well as in exceptional cases at their member countries.

    Qualifications and skills - University degree in economics / statistics, or proven practical experience of at least 8 years in producing / coordinating the production of official statistics.

  • Excellent command of English (written and spoken, equivalent to level C1 of the Common European Framework of Reference for Languages).
  • A fluent command of French would be an asset.General professional experience - A minimum of six years professional experience in official statistics acquired from working in a national agency producing official statistics, either by direct employment or through consultancy working.

  • Experience with the ASS will be an asset.Specific professional experience - Proven experience of at least 3 years in providing consultancy and / or supervision of methodological work in international merchandise trade statistics related to the following domains : data compilation and data analysis, construction of statistical indicators, data quality frameworks.
  • More years will be an asset.- Experience in providing consultancy in statistical development projects will be an asset.- Experience in the production (both textual content and statistical tables) of at least 1 comprehensive statistical publication on international trade of national or international scope (e.

    g. yearbook, status report, assessment) will be an asset.
